Buhari appoints dead police chief, priest board members
 
On Friday, 29th December 2017, the Nigeria's President, Muhammadu Buhari appointed 209 federal board chairmen and 1,258 members.
 
However, Rostrum has gathered that some of the new appointees are dead persons. Late Senator Francis Okpozo  who passed away on 26th December 2016 in Benin City - the Edo State capital - and was appointed to Chair the board of the Nigerian Press Council (NPC) is one of the dead individuals that made the list.
 
 
 
Further checks show that retired Deputy Inspector General of Police and elder statesman, Donald Ugbaja, who died in November 2017, was appointed member of Consumer Protection Council (CPC).

The late founder of Fidei Polytechnic, Rev. Fr. Christopher Utov, who died in March this year, was also appointed as member of Nigeria Institute of Social and Economic Research.

Supporters of George Weah celebrate after final results in Liberia's Presidential election confirmed him as winner. He emerged the Liberia's President-elect on Wednesday, 27th December 2017 amid thunderous supports.
 
Liberians and international football stars have joined together in celebrating George Weah's presidential victory in the country's first democratic transfer of power in decades, as the former striker vowed to usher in a period of change.

Idolised in Liberia as "Mister George", Weah is to be sworn in on January 22, replacing Ellen Johnson Sirleaf, who in 2006 took the helm of the West African country first founded for freed US slaves.

The electoral board confirmed Weah's run-off victory on Friday evening, as his rival, Vice President Joseph Boakai, conceded defeat.

Mr. Weah, 51, who starred in top-flight football at Paris Saint-Germain and AC Milan in the 1990s and briefly at Chelsea and Manchester City before entering politics in 2002, won 61.5 percent of the ballot, taking 14 of Liberia's 15 counties.

"My fellow Liberians, I deeply feel the emotion of all the nation. I measure the importance and the responsibility of the immense task which I embrace today. Change is on," Weah said on Twitter.

Boakai said he had called Weah to congratulate him and appealed for unity, saying: "My love for the country is far (more) profound than my desire for the presidency."

The White House called the vote "a major milestone for Liberia's democracy" while UN Secretary-General Antonio Guterres applauded "all Liberians for the successful completion of the elections process, which was conducted in a peaceful environment".

The tumultuous events of the past 70 years in Liberia, where an estimated 250,000 people died during back-to-back civil wars between 1989-2003, have prevented a democratic handover from taking place since 1944.

Hundreds of supporters of George Weah took to the streets of Monrovia, singing, dancing and embracing each other as news of his win in Liberia's presidential vote spread.
 
Mrs. Sirleaf's predecessor Mr. Charles Taylor fled the country in 2003, hoping to avoid prosecution for funding rebel groups in neighbouring Sierra Leone. It's noteworthy that two presidents who served prior to Taylor were assassinated.

The Sirleaf administration guided the nation out of the ruins of war and through the horrors of the 2014-2016 Ebola crisis, but is accused of failing to combat poverty and corruption.

Mr. Weah's former club Paris Saint-Germain tweeted its congratulations to the "world football legend on the latest chapter of his brilliant career!!!" while former Chelsea star Didier Drogba, Manchester City midfielder Yaya Toure and Marseille's former Cameroon midfielder Stephane Mbia also sent their best wishes.

Mr. Weah, who grew up in grinding poverty, is already facing pressure to improve the lives of millions of Liberians.

"I think the Liberian people will expect... Weah's presidency to (have a) pro-poor, pro-growth policy that will put the people at the centre of national development," said political analyst Vita Ishmael Tue.

He added that he expected Weah's presidency to see power "given to the people; the provision of education, youth training for disadvantaged and vulnerable youths that are on the streets and who see themselves in him".

Clinton Taryor from Weah's CDC party urged the new leader: "Mr. President, don't forget your roots. We are not behind you because you're handsome or because you are a star.... Some of us are behind you because we know that you walked in our shoes."

Mr. Weah, the only African ever to have won both FIFA's World Player of the Year and the coveted Ballon D'Or, missed out on the presidency in a 2005 bid. His latest campaign was not without controversy, however.

It's worthy to note that he has drawn some criticisms for picking Jewel Howard-Taylor, the powerful ex-wife of former warlord and president Charles Taylor, as his vice-president. Taylor is serving a 50-year sentence in a British jail for war crimes.

Mr. Weah also had the backing of a notorious former warlord Prince Johnson, who sipped a beer as his men tortured former President Samuel Kanyon Doe to death.

Many flights were cancelled over the week owing to what was described as 'bad weather' condition in many cities in the country.

 
Rostrum gathered that virtually all the airlines cancelled all domestic flights while passengers were stranded across the country.
 
Rostrum further learned that Arik Air, Med-View, and Dana Air, among others, had to cancel flights due to poor visibility occasioned by the harmattan haze.

 
It would be recalled that the Nigerian Civil Aviation Authority (NCAA) had earlier in the week alerted airline operators especially pilots to take cognizance of the weather before flying.
 
The Arik Air spokesman, Mr. Adebanji Ola promised to ascertain about the flight cancellation and get back to the people concerned.
 
However, Dana Air Communication Manager, Mr. Okwudili Kingsley confirmed that some flights were cancelled between Monday and Thursday.
 
"We were also affected by the weather. I am aware some flights were cancelled on Monday and even the days after", he said.
 
Experts opined that the trend, which started last year may continue for sometime until the weather improves.

When President Donald Trump signed the $1.5 trillion Tax Cut Bill on Friday 22nd  December 2017 at the White House, it was recorded that his administration had successfully signed 96 bills into law within his one year in office as the President of the U.S.A.



However it's noteworthy that in sheer numbers of bills signed into law in the president’s first year in office (Jan. 20-Dec. 31), Trump is behind his six most recent predecessors.

During the tax bill signing, Trump boasted that he had exceeded even former President Harry Truman.

“Harry Truman had more legislative approvals than any other president and — a record long held,” Trump said. “And we beat him on legislative approvals, for which I get no credit.”

One reason he may not be getting credit is that, according to a rough estimate from the Truman Library, Trump isn’t even close to Truman’s record.

In any case, tallying laws signed is not necessarily a good way to measure accomplishment.
Political scientists say a far better — though more subjective — measure is significance, because not all bills are created equally. For instance, “S. 810: A bill to facilitate construction of a bridge on certain property in Christian County, Missouri, and for other purposes” isn’t in the same realm of significance as “H.R. 3364: Countering America’s Adversaries Through Sanctions Act.”

NPR analyzed all 96 laws signed by Trump this year, categorizing them. More than three dozen modify or extend existing law, 16 repeal rules and regulations using a process known as the

Congressional Review Act, a dozen commemorate or honor people and organizations by doing things like renaming federal buildings, and seven provide temporary government funding or one-time disaster relief funds.

“This tax bill is a big deal,” said John Frendreis, professor of political science at Loyola University Chicago. “But I don’t think anybody would regard anything else that has come down the line as a significant legislative achievement.”

The Russian President Vladimir Putin has officially launched his bid for a fourth term as Russia’s president on Wednesday 27th December 2017, as his main opponent called for a day of protests against the elections.

Putin, who has served as either prime minister or president of Russia since 1999, filed papers that pave the way for him to rule until 2024.

The former KGB leader, who has dominated Russian politics for two decades, is likely to score a comfortable win — his only serious opponent, Alexey Navalny, was barred from standing against him due to a fraud conviction.

Navalny called for a day protests on Jan. 28. Writing on his blog on Wednesday, Navalny urged his supporters to “refuse to call Putin’s reassignment an election.”

“We do not want to wait another six years. We want competitive elections right now,” he wrote.
The opposition leader’s call to action comes just days after Russia’s Central Election Commission rejected his bid to enter the country’s presidential race, citing a previous embezzlement conviction according to state-run media outlet RIA-Novosti.

The decision to bar Navalny from the race came as no surprise. The 41-year old’s candidacy was unlikely as Russian law prevents convicted criminals from running for public office. Navalny says his prosecution was politically motivated.

Navalny has been instrumental in a political awakening of the country’s youth, tapping into deep seated frustrations among supporters that have grown up in a sluggish economy and under endemic corruption.

Support for the Russian dissident has been mobilized by a robust social media presence, dedicated teams of grassroots campaigners seen across the country, and Navalny Live, a live-streaming companion to his original YouTube channel that has more than 1.6 million subscribers.

Those YouTube videos galvanized supporters to join in on the biggest anti-government protests that Russia has seen in years last March. Thousands joined rallies in almost 100 cities across the country; Navalny was arrested and jailed for 15 days.

In October, thousands of people attended marches in 26 cities against Putin on the leader’s 65th birthday.

At his annual press conference earlier this month, Putin said his aim was for Russia to have a “competitive” and “balanced” political system, but it wasn’t his responsibility to create political opponents.

“I want this,” Putin said, “and I will strive for a balanced political system and that is impossible without competition in the political field.”

The election commission will rule on the validity of Putin’s registration in the next few days, with an election set for March 2018.

As scarcity of Premium Motor Spirit (PMS) also known as petrol lingers across Nigeria, residents of Kaduna State now get the commodity at #400 per liter making it the highest price in recent times.



Several of the marketers who hitherto sell at government approved price of #145 per liter were either do not have fuel to dispense to customers, sell at #195 or sold it to roadside black marketers to maximise profit leaving other Nigerians who need the commodity for different purposes at euphoria of uncertainty.

This development has led to sharp upward review of inter and intra-city transportation by commercial motorists with more than 200 per cent.

A resident of Angwan Baro, Chikun Local Government Area of the state, Mr. Yakubu Ibrahim, who was sighted with petrol in a gallon said, he was pressed to buy at #400 from a roadside black marketer after futile efforts to get it from approved filling stations around Sabon Tasha, Kaduna.

According to him, “I bought this fuel up there at #400 per liter. It is unfortunate that we have to experience this hardship this holiday time the only time in a year we do celebrate with our loved ones.

“I have to buy four litres at the cost of #1,600 without bargain to power my generating set since PHCN has decided to compliment fuel scarcity and put us in broad day darkness.

“I don’t really know what the problem is because it has become the tradition of successive governments since we returned to democracy in 1999. How can we be suffering like this in our own country as one of the largest oil producing state in Africa and 9th in the world.

“I want to believe that, government has over the years failed to come up with sincere political will to address the incessant fuel crisis across the country”, Yakubu opined.

Meanwhile people from other part of the state said they buy fuel between N250 and N300 despite the monitoring by department of petroleum service in the state.

However, fuel scarcity did not really stop the locals from going to their various places of worship and visiting their loved ones within and outside the state capital.

Today is 'Boxing Day'. It is commemorated annually by the Christian faithful the world over. It is basically set aside for Christians to exchange gifts and pleasantries among themselves as well as with other religions' faithful.
 

 
Boxing Day is a holiday celebrated on the day after Christmas Day. It originated in the United Kingdom, and is celebrated in a number of countries that previously formed part of the British Empire. Boxing Day is on 26 December.
 
 
In the liturgical calendar of Western Christianity, Boxing Day is the second day of Christmastide, and also St. Stephen's Day. It is also celebrated as Boxing Day in the Catalonia region of Spain. In some European countries, such as Germany, Poland, the Netherlands, and Scandinavia, 26 December is celebrated as a Second Christmas Day.
 
There are competing theories for the origins of the term, none of which is definitive.  The Oxford English Dictionary gives the earliest attestations from Britain in the 1830s, defining it as "the first week-day after Christmas-day, observed as a holiday on which post-men, errand-boys, and servants of various kinds expect to receive a Christmas-box".
 
The term "Christmas-box" dates back to the 17th century, and among other things meant: A present or gratuity given at Christmas: in Great Britain, usually confined to gratuities given to those who are supposed to have a vague claim upon the donor for services rendered to him as one of the general public by whom they are employed and paid, or as a customer of their legal employer; the undefined theory being that as they have done offices for this person, for which he has not directly paid them, some direct acknowledgement is becoming at Christmas.
 

In Britain, it was a custom for tradespeople to collect "Christmas boxes" of money or presents on the first weekday after Christmas as thanks for good service throughout the year. This is mentioned in Samuel Pepys' diary entry for 19 December 1663. This custom is linked to an older British tradition: since they would have to wait on their masters on Christmas Day, the servants of the wealthy were allowed the next day to visit their families. The employers would give each servant a box to take home containing gifts, bonuses, and sometimes leftover food.

In South Africa (a former British colony) as recently as the 1980s, milkmen and garbage collectors, who normally had little if any interaction with those they served, were accustomed to knock on their doors asking for a "Christmas box", being a small cash donation, in the week or so before and after Christmas.

The European tradition, which has long included giving money and other gifts to those who were needy and in service positions, has been dated to the Middle Ages, but the exact origin is unknown. It is believed to be in reference to the Alms Box placed in areas of worship to collect donations to the poor. Also, it may come from a custom in the late Roman/early Christian era, wherein metal boxes placed outside churches were used to collect special offerings tied to the Feast of Saint Stephen, which in the Western Church falls on the same day.

The Nigeria's Economic Council (NEC) had approved the transfer of $1 billion to aid the Federal Government in the ongoing fight against the dreaded Boko Haram sect. This was confirmed immediately after the meeting of the body presided over by the Vice-President, Professor Yemi Osibanjo.


It's noteworthy that the Nigeria's governors under the aegis of the Nigeria Governors' Forum (NGF) were in support of the transfer of fund.

The Edo State Governor, Mr. Godwin Obaseki said the 36 state leaders approved the transfer of $1 billion from the Excess Crude Account, which is used to hold revenues from oil production and protect planned budgets from shortfalls due to volatile crude prices.

Attacks have increased in recent weeks as Boko Haram turns to using women and children, often abducted and indoctrinated, as suicide bombers to target cities and towns in the country's vast Northeast region.

The transfer makes up nearly half of the $2.3 billion held in the account. The $1 billion will be spent on purchasing security equipment, procuring intelligence and logistics. The decision was made during a meeting of the National Economic Council.

Weapons procurement for the fight against Boko Haram has been marred by a massive corruption scandal in a country where graft is widespread. Nigeria's former National Security Adviser faces criminal charges alleging that $2.1 billion meant to buy arms was diverted.

President Muhammadu Buhari a year ago announced that Boko Haram had been "crushed" after the military flushed the extremists from forest strongholds. A series of high-profile attacks this year, however, led to a military shuffle.

Boko Haram's eight-year insurgency has proven to be one of Africa's more persistent threats, killing more than 20,000 people, spilling over into neighboring countries and displacing millions in a vast humanitarian crisis.

Nigeria was part of a massive aid appeal by the United Nations (UN) Secretary-General early this year for four countries, including Somalia, Yemen and South Sudan, where mass hunger is fueled by conflict.

However, aid groups have despaired that such appeals for Nigeria's crisis remain underfunded.

The Imo State Governor, Rochas Okorocha has presented the sum of N190, 921,464,290 billion budget proposal for the forthcoming 2018 fiscal year.



The governor presented the appropriation bill at the hallowed chambers of the Imo State House of Assembly in Owerri, the state's capital on Wednesday 13th December 2017.

He said in the proposal, titled ‘Budget of Consolidation and Continuity III’, capital expenditure stands at N132billion representing 69.7% while recurrent expenditure stands at N57billion representing 30.3% of the total budget.

Gov. Okorocha informed the lawmakers that the budget is higher than that of 2017 with about N59billion.

According to him, the 2018 budget would provide a realistic platform for the attainment of his administration’s development goals.

He added that it would also give hope and practical support to the youths who are key to the state’s prosperous future.

The governor further appealed to the State House of Assembly to expedite action for quick passage of the bill.

President Vladimir Putin of Russia flew into Syria and ordered “a significant part” of Moscow’s military contingent there to start withdrawing on Monday, declaring their work largely done.


Mr. Putin, who polls show will be re-elected comfortably in March, made the announcement during a surprise visit to Russia’s Hmeymim air base in Syria – his first since Russia intervened in the conflict. He held talks with President Bashar al-Assad and addressed Russian forces.

The first leg in a three-country one-day whirlwind diplomatic visit which sees Putin also meeting his Egyptian and Turkish counterparts, Putin is keen to leverage the heightened Middle East influence that Syria has given him to cast himself as a leader who can do diplomacy as well as military force.

The Kremlin first launched air strikes in Syria in September 2015 in its biggest Middle East intervention in decades, turning the tide of the conflict in Assad’s favour. Now that it regards that mission complete, Putin wants to help broker a peace deal.

“In just over two years, Russia’s armed forces and the Syrian army have defeated the most battle-hardened group of international terrorists,” Putin told Russian servicemen.

A “significant part” of the Russian force could now return home. “The conditions for a political solution under the auspices of the United Nations have been created,” said Putin. “The Motherland awaits you.”

But he made clear that Russia would retain enough firepower to destroy any possible Islamic State comeback.

Syrian state television quoted Assad as thanking Putin for Russia’s help, saying the blood of Moscow’s “martyrs” had been mixed with the blood of the Syrian army. It also showed the two men watching what it called a victory parade with Russian troops dressed in desert uniforms marching past.

Russia’s main contribution has been air strikes, and with Iran-backed Shi’ite militias doing much of the fighting on the ground, the partial Russian withdrawal may not make a huge difference when it comes to the military situation.

Russia’s campaign, which has been extensively covered on state TV at home, has not caught the imagination of most Russians. But nor has it stirred unease of the kind the Soviet Union faced with its calamitous 1980s Afghanistan intervention.

The use of private military contractors, something which has been documented by Reuters but denied by the defence ministry, has allowed Moscow to keep the public casualty toll fairly low.

Hamas Leader, Mr. Ismail Haniya has said the US decision on recognising Jerusalem as the capital of Israel is a "war declaration against Palestinians", and called for a new "Intifada", or uprising.
 
Mr. Haniya said in a speech in Gaza City on Thursday that US President Donald Trump's recognition "killed" the Israeli-Palestinian peace process.
 
"This decision has killed the peace process, has killed the Oslo [accord], has killed the settlement process," he said.

"The US decision is an aggression, a declaration of war on us, on the best Muslim and Christian shrines in the heart of Palestine, Jerusalem."

"We should work on launching an intifada in the face of the Zionist enemy," Haniya said.

Hours after his speech, Palestinian protesters took to the streets of the occupied West Bank cities, including Ramallah, Hebron and Nablus, as well as in the Gaza Strip, to vent their frustration at the US decision.

Haniya stressed the fact that the Palestinians see Jerusalem as united and the capital of their future state.

"Jerusalem, all of Jerusalem, is ours," he said.

"We are here today at a critical point in the history of the Palestinian issue and the core of the issue is Jerusalem, a critical point in the history of the Arab and Muslim nations following the provocative decision, the unfair decision adopted by the US administration."

He called on all Palestinian factions to unite quickly "in order to have the strategy to confront the occupation and the US administration policies inside the Palestinian Territories".

"We urge, we ask and we stress the necessity of rearranging the Palestinian situation to confront this dangerous plot and to put our priorities clearly to face that provocative decision, that unfair decision," he said.

Ignoring warnings

Trump, ignoring warnings from the international community, announced on Wednesday that the US formally recognises Jerusalem as the capital of Israel and will begin the process of moving its embassy to the city, breaking with decades of US policy.

On Thursday, Mustafa Barghouti, the Secretary General of the Palestinian National Initiative, speaking to Al Jazeera from Ramallah, said that Mr. Donald Trump was "joining Israel in the war crimes and in confirming the annexation of the occupied Palestinian Territories".

"I hope that the Palestinian Authority will not accept to meet with this American team anymore," he said.

"Israel decided it wants everything. They want everything? Fine. We will also fight for everything," he said.

"We might be talking about a popular wide uprising but non-violent one, similar to the first intifada. That's what we need. Israelis should see the Palestinian resistance everywhere."

UPHOLDING THE CONTENT OF ANY CONSTITUTION AS WE MARK THE 2017 HUMAN RIGHTS DAY

Today, December 10, the world over is commemorating the 2017 Human Rights Day. In 1950, the United Nations (UN) General Assembly proclaimed 10th December of every year as Human Rights Day, to bring the attention of people of the world to the Universal Declaration of Human Rights as the common standard of achievement for all peoples as well as all nations.

          This year’s Human Rights Day is devoted to the launch of a year-long campaign for the 50th anniversary of the two International Covenants on Human Rights: the International Covenant on Economic, Social and Cultural Rights as well as the International Covenant on Civil and Political Rights, which were adopted by the United Nations General Assembly on 16 December 1966.

          In any existing society, everyone is entitled to certain rights and/or privileges, as the case may be, which signifies the value of that person in the society in question. This phenomenon is invariably regarded by all and sundry as ‘human rights.’ Human rights are moral principles or norms that describe certain standards of human behaviour and are regularly safeguarded as legal rights in both national and international laws. They are usually seen as undeniable fundamental rights to which a person is inherently entitled, because he/she is a human being, and bona-fide member of the society, regardless of the person’s location, language, skin colour, religion, social affiliations, ethnic origin, and background, among other statuses.

          Human rights are universal and supreme, in the sense that it is being applicable everywhere and at every time; and they are also egalitarian, in the sense of being the same for everyone. They require empathy and the rule of law, and impose an obligation on persons to respect the human rights of others.

          It’s fundamentally forbidden for human rights to be taken away, or overlooked by any person, officer, court of law, or instituted authority, unless as a result of due process based on specific circumstances. Ordinarily, human rights require freedom from unlawful molestation, discrimination, assault, torture, detention, imprisonment, and/or execution, which have recently been the order of the day in most localities, particularly Nigeria. It’s not anymore news that in most homes across the federation, housewives are living not unlike mere slaves unknowingly to their parents/guardians; needless to say that they are dying in silence as each day unfolds.

          Rape and paedophilia, among other forms of child abuse, have abruptly dominated the polity. In our various schools, a teacher, rather than function as the mentor of the pupil under his custody, would prefer to be a tormentor. Yet each day, this set of deviants walk freely on our roads and streets, thereby making concerned Nigerians insinuate that the country’s constitution that ought to protect people’s rights is docile and incapacitated. 

          The doctrine of human rights has been highly influential within national and international laws coupled with regional and global institutions. Actions by states and non-governmental organizations form a basis of public policy worldwide. There is a consensus that human rights encompasses a wide variety of rights such as the right to life, fair trial, prosecution, protection against enslavement, prohibition of genocide, free speech, information dissemination, choice of religion, and a right to education. Though some thinkers or schools of thought are of the view that human rights ought to comprise a minimum requirement to avoid the worst case abuses, others see the wide variety as a higher standard.

          Many of the basic ideas that yielded the Human Rights Movement came up in the aftermath of the Second World War and the atrocities of The Holocaust. The aforementioned ideas or views culminated in the adoption of the Universal Declaration of Human Rights in Paris, France by the UN General Assembly in the year 1948, although the ancient people did not have the same modern day ideology of universal human rights - thus people’s rights were still not safeguarded as required.

          The real forerunner of human rights crusade was the concept of natural rights which appeared as part of the medieval natural law tradition that became notable during the enlightenment by philosophers like Francis Hutcheson, John Locke and Jean-Jacques Burlamaqui, and which featured predominantly in the political thrives of both the American and French Revolutions. The modern human rights arguments emerged during the half of the twentieth century possibly as a reaction to slavery, torture, genocide, and war crimes, as a realization of inherent human vulnerability and as being a precondition for the emergence of the anticipated just society.

          Owing to the supremacy and universality of human rights, every adopted constitution or bye-law creates a special column which categorically stipulates the rights and privileges binding the entire members of the society/group that abides by the mandates of the said constitution, and such provision is bound to remain sacrosanct among the members unless unanimous amendments are made to that effect.

          Frankly, adequate recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the rudiments of freedom, peace and justice in the world. And since all human beings were born free and equal in dignity and rights, there is an absolute need for the fundamental rights stipulated in any constitution to be duly upheld, in order to put to a stop all categories of human rights abuse taking place in all nooks and crannies across the globe.

          So, as Nigeria joins the rest of the world to commemorate the 2017 edition of the Human Rights Day, the mandate of any adopted constitution or bye-law regarding fundamental rights and privileges should be treated as sacrosanct or supreme by the overall members of the society in question irrespective of their statuses, and every member regardless of his/her status ought to be a beneficiary to such provision. In other words, this day calls for outright protection of all the extant laws cum Acts in Nigeria, particularly the country’s 1999 Constitution, as amended, which represents the overall interest of the citizenry.

          It’s equally imperative not to hesitate in amending any law/Act whenever the need arises. Every extant law deserves to be reviewed from time to time with the sole aim of making amends if need be, hence, such approach shouldn’t be taken for granted by the legislature. Moreover, a law that is not being properly implemented by the apt authority is just ceremonial, thus the various law enforcement agencies must leave no stone unturned towards ensuring that the needful is invariably done in their respective jurisdictions. The judicial custodians ought to as well curtail the ongoing high level of prolonged court hearing.       

         The civil society activists on their part are expected to, at all times, display fierce and uncompromising attitudes towards upholding the nobility of human rights. Regardless of our ages, occupations and affiliations, it’s our civic responsibility to ensure at all cost that the country’s laws as well as Acts are viable and duly safeguarded. Think about it!

Uche Secondus Wins PDP Chairmanship Race Amid Controversy

The Delegates to the National Convention of the Nigeria's Peoples Democratic Party (PDP) held Saturday 9th December 2017 have elected Prince Uche Secondus, the former acting National Chairman of the party, as the party’s substantive National Chairman, amid protests from two other contenders Chief Raymond Dokpesi and Prof. Tunde Adeniran, who alleged that the voting process was compromised with the circulation of a ‘unity list’.


In his acceptance speech, Prince Secondus who hails from Rivers State said he felt humbled, and promises to rebuild the party and lead it to regain power from the ruling All Progressives Congress (APC).

Prince Secondus, who acted as National Chairman of the party shortly after PDP was ousted from power in 2015, polled 2000 votes to beat his closest rival, the former Minister of Education, Prof. Tunde Adeniran who got 230 votes.

The second runner-up, Chief Raymond Dokpesi, scored 66 votes while Prof. Taofeed Adedoja got no vote.

Also Senator Umar Tsauri was elected the National Secretary of the party with 1,549 votes. He defeated Abubakar Mustapha who got 371 votes. Former Minister of State for Finance, Nanadi Usman, came third with 287 votes.

In other results, Senator Garba scored 1,316 to clinch the position of Deputy National Chairman (North). He defeated the wife of former Minister of Finance Inna Ciroma who got 350 votes. The second runner up was Abdulmalik Mahmood who scored 325 votes while Senator Umar Kumo came a distant fourth with 89 votes.

Mr. Kola Ologbodiyan emerged the National Publicity Secretary of the party.

It's noteworthy that the result of the election followed a particular trend with most if not all candidates on the controversial ‘Unity List’ emerging victorious.

Yesterday’s convention was the party’s first elective convention since PDP suffered a devastating defeat in the 2015 general election and it had hoped to use the exercise to reposition itself ahead of the 2019 general elections.

Though there were eight candidates for the party’s topmost position, one of them, Chief Olabode George, withdrew his participation less than 24 hours to the election, while four others – Mr. Jim Agbaje, Otunba Gbenga Daniel, Chief Rasheed Ladoja and Mr. Olusegun Aderemi withdrew from the race at the convention ground, thus leaving the remaining four – Prince Secondus, Prof. Adeniran, Chief Dokpesi and Prof. Adedoja - to slug it out.

However, following intense lobby and horse trading involving an influential bloc in the party which favored Uche Secondus, a former acting national chairman, he was already tipped to win the race even before actual voting began.

It was however not a smooth sail as some chairmanship aspirants complained bitterly about their being schemed out of the process.

Prior to voting, a list tagged ‘Unity list’ containing names of candidates said to have been endorsed by the party to win their offices, was circulated. Top on the unity list was Prince Secondus. The circulation of the ‘unity list’ at the convention ground was vehemently protested by one of the aspirants, Chief Dokpesi.

Chief Dokpesi, who addressed journalists faulted the elections, describing it as a charade, warning such may destroy the party. Dokpesi said the voting process had been compromised, following the distribution of a ‘unity list’ containing names of candidates believed to have won elections into various national leadership positions in the party.

He explained that the 21 names of candidates contained in the list appeared on the ballot papers as number one and in the voting boots as number one. He said complaints were lodged to the chairman of the PDP electoral committee Gabriel Susuan who confirmed that he had seen the list with some delegate but he was overwhelmed and could do little or nothing about it.

Chief Dokpesi said it was unfortunate that a party which was just getting out of a major leadership crisis would be involved in acts of impunity and election malpractice. He however called on the party leadership to urgently rectify what he called an anomaly and a charade before it becomes another major challenge in the party ahead of 2019 general elections.

Also reacting to the election yesterday night, another aspirant, Adeniran said the circulation of the list of candidates while voting was yet to take place was absurd, adding that it had tainted the entire process.

He said although the arrangement put in place by the convention planning committee was very good, the organisers were overwhelmed by fraudulent people who would never let democracy thrive.
“The desperados are the ones perpetrating this act.

On the circulation of the ‘unity list’, he described it as absurd. This is the type of imposition we have been talking about. And when it is coming from those who are supposed to guide people to make free choice, then, of course, the consequences will be there,” he said.

He accused those he regarded as agents of imposition and impunity of being behind the unity list. These people, he said, were bent on destroying the party and would never let internal democracy and free choice to exist.

Chief Adeniran alleged that the list were printed on the official PDP letter headed paper.
“I believe it couldn’t have come from any other source except the powers that be and their sponsors,” he said.

On whether he would accept the outcome of the result, he said: “We signed the peace accord and agreed that we will accept once it is free and fair. But when the conditions were not met, we are not bound to accept it.”.

However a member of the convention planning committee and former minister of Environment, John Odey, described the alleged circulation of candidates’ list as a non issue. He said that the list could not be traced to anyone since it was not signed.

The former minister said that the process at the convention was democratic despite the complaint over the circulation of the unity list by unknown persons.

Meanwhile, the disaffection created by the failure to micro zone the position of the national chairman zoned to the South, was not entirely laid to rest before the convention was held. On the eve of the convention, one of chairmanship aspirants, Olabode George, addressed the media announcing his withdrawal from the race.

George, a former deputy national chairman of the party, expressed displeasure over what he described as failure of the party and its leaders to uphold the arrangement arrangement which micro zoned the chairmanship to the South-west. He also accused Governor Wike of insulting the South West by saying they have not contributed much to the PDP to warrant their insistence on occupying the national chairmanship position.

Following the withdrawal of George from the race, other five aspirants from the zone followed suit by pulling out of the race as well. Although not stated, many believed that these aspirants may have been aggrieved by what they perceived as unfair treatment of the zone and decided to pull out and also to boost the chances of Prof. Adeniran who is also from the zone.

George, who withdrew from race 24 hours to the commencement of the exercise, also blamed the monetisation of the chairmanship race for his withdrawal, saying that the PDP is on the verge of self- destruct.

“Let me make abundantly clear that I, Olabode George, did not step down for anybody. I will not step down for anybody but what I am doing is to withdraw from the race on principle and against the observed wrong,” he said.

Though the convention was billed to commence at 10am, as early as 6.30am on Saturday, delegates started trooping to the Eagle Square, venue of the convention, located in the Three Arms Zone.
Security was tight within and around the venue as a combined team of security operatives was on ground.

Only duly accredited party members and journalists were allowed into the convention ground.
All the PDP governors, former President Goodluck Jonathan, former Vice President Atiku Abubakar, former Vice President Namadi Sambo, past PDP governors and ministers were among leaders of the party at the convention, where they expressed optimistism that PDP would win the 2019 presidential election.

Former President, Dr. Goodluck Jonathan who led other leaders to flag off the elective convention said the chances of the PDP at the next election was bright.

“Our party has done extremely well in managing the affairs of this country. Let it be known, in all nooks and crannies of our country, that the PDP is back to reclaim its rightful place in the affairs of our nation.

“As we have always done, we are ready to return Nigeria to the path of steady and robust economic growth, driven by sound sectoral reforms, infrastructural renewal, gender balance, youth entrepreneurial development and job creation,” former President Jonathan said.

Dr. Jonathan further criticised the APC-led administration for turning its anti-corruption war into persecution of opponents, adding such practice would soon end.

On his part, former Vice President Alhaji Atiku Abubakar said in the 16years that PDP governed the nation, it succeeded in keeping it united, peaceful and prosperous.

“We made mistakes, but we put our nation first. We did not favour only states that voted for us and punish those that did not. We favoured all. And we also know that 5% and 97% do not add up to 100%,” he said.

Atiku, whose comment was his first at a major function of the PDP since rejoining the party early this month, regretted that APC government had continued in the same act of blaming previous governments for the nation’s woes rather than solve problems it was elected to address.

He said PDP was the party that would restructure Nigeria into a modern nation with working institutions and a system that gives back power to the people.

In his welcome address, chairman of the dissolved National Caretaker Committee, Senator Ahmed Makarfi, said his committee had been able to navigate through difficult circumstances to be able get to the current stage of the party.

“We have laid a foundation for the effort at rebuilding the party,” he said.
On reconciliation, Makarfi said the party had succeeded in getting everyone to make sacrifices.
He advised the new leadership to focus on ways to encourage women and youth participation in the affairs of the party.

Speaking on the failings of the APC administration, Makarfi said government seemed unaware that Nigerians were hungry as poverty was ravaging the land.

He said insecurity in the North-east which was thought to be receding was creeping back with greater ferocity, particularly against soft targets, adding that kidnapping for ransom has taken a life of its own, just as incessant farmers/herdsmen clashes were becoming rampant.

While addressing party members, Deputy Senate President, Senator Ike Ekweremadu, scored the APC-led administration low on security, economy, job creation, and national unity.
He described the 16 years that the PDP was in power as glorious years for the country, noting that “good men and women who left PDP for the APC are eager to return to join us to build a better Nigeria”.

He said: “the PDP worked out Nigeria’s debt forgiveness and paid up our remaining debts, but today, we are getting indebted more than any other time in the history of Nigeria.

“We groomed and bequeathed the fastest growing economy as well as the largest economy in Africa. The story is different today”.

At the convention, motions were moved for the amendments of certain provisions of the party’s constitution. Governor of Bayelsa State, Chief Sireka Dickson, moved the motion for the amendments.

The amendments include Section 8, to change the procedure for rejoining the party by members who left and seek to return; Section 50, to relax the minimum time requirements before members can seek for election to offices of the party; Section 29, to make the six national vice chairmen members of the NEC of the PDP constitution; Section 41 (1), to strengthen the powers of the national auditor; Section 31(1) d, to give chairman and BOT members voting rights in NEC; and Section 32, relating to the composition and membership of BOT.

All the amendments were proposed to take effect on January 1, 2018.
